Community Development Department Employees:

Mr. McGrath has been with the City of Taylorsville since August 2000. He is responsible for directing the Community Development Department which includes the Planning, Building, and Business Licensing divisions of the City. In addition to his position at the City of Taylorsville, Mr. McGrath is also an associate instructor with the University of Utah Department of City and Metropolitan Planning, co-editor of Utah Planner, the official publication of the Utah Chapter of the American Planning Association (APA-Utah), and a member of the APA-Utah executive committee. Prior to his appointment with Taylorsville he served as City Planner for the City of Midvale for nine years. Mr. McGrath is a graduate of the University of Utah with a BS in Urban Planning and was certified by the American Institute of Certified Planners (AICP) in 2000.

Ms. Gallegos has been with the City since July 1996 and was the first staff member hired in the Community Development Department when the City was initially incorporated. Previous to her employment with the City, Jean served as a civilian employee at Hill Air Force Base in Ogden, Utah, for 33 years. Jean has also worked for Salt Lake County in the Planning Department as secretary to the Director for three years. Her duties as Administrative Assistant include secretary to the Planning Commission and the Board of Adjustment and preparing all meeting agendas and minutes.

Mr. Meldrum has been with the City since May 2007.  Previous to his employment with Taylorsville, Michael was employed as a Senior Planner with the City of West Jordan.  Michael is a graduate of James Madison University with a Bachelor of Arts degree in Spanish and also holds a Master of Public Administration degree from Brigham Young University with an emphasis in Urban Planning and City Management.  Michael is the Division Head for the Planning Division of the Community Development Department.

Mr. Udall has been with the City since June of 1996. Previous to his employment with Taylorsville, Dan has been professionally employed as a planner for a variety of communities within the Intermountain West since October of 1989. Dan is a graduate from Brigham Young University and received a Bachelor of Science degree in Urban Planning.  Dan is also responsible for preparing a variety of reports required by the U.S. Department of Housing and Urban Development (HUD) for annual Community Development Block Grant (CDBG) funds.

Mr. Andersen has supplemented the GIS and Engineering needs for the City as a consultant with private engineering firms since 1999. In June 2008 accepted a full-time position with the City as a GIS Specialist. Mr. Andersen has over thirteen years experience in the GIS field and Civil Design Engineering. His experience ranges from the telecommunications field to the civil engineering field, including all public utility, City infrastructure and emergency response.

Mr. Hansen has worked for the City as a contract employee with a private engineering firm since 2001. In November 2004 Mr. Hansen accepted a full-time position with the City as Public Works Inspector. His work in the private engineering sector has provided experience in a diverse range of civil and public work arenas for the last decade. His current duties include inspection and verification of all work performed within the City right-of-way.

Mrs. Knight joined the staff at the City of Taylorsville in April 2008.  Previous to her employment here Penny worked at the City of West Jordan for 13 years and at the City of South Jordan for 5 years.  Penny brings multi-jurisdictional experience to her current employment and is pleased to return to her roots here in Taylorsville.  Her responsibilities primarily include processing business license applications and issuance of businesses licenses within the City.

Mr. Tomasino has been employed full time as the City of Taylorsville Building Official since July 1, 2006. As the Taylorsville Building Official, Patrick is responsible for management of the Building Division and oversees building plan review, building inspections, and issuance of occupancy permits. Patrick has over 15 years of construction experience and 11 years of building inspection experience. He is currently certified by the International Code Council (ICC) in plan review as well as building, plumbing, mechanical, and electrical inspections for both residential and commercial structures. Patrick received a Bachelor of Arts degree in business from California State University, Northridge in 1993. He has also completed coursework in construction management at UCLA and UVSC. Previous to his employment with Taylorsville, Patrick has worked for the City of Logan, Salt Lake County, Murray City, and Sunrise Engineering   .

Mr. Porten is certified as a combination inspector for both commercial and residential projects and has been employed by the City of Taylorsville since January 2007. In addition to his inpsection experience with Taylorsville, he has also performed inspection services for the cities of St. George, Centerville, and Cottonwood Heights. Mr. Porten has 16 years experience in the construction industry including 10 years working as a professional electrican and held a Journeymans license. 

Ms. LeMay is a certified combination inspector for commercial and residential construction.  She has been employed with Taylorsville City since 2006 as a plans examiner and has 30+ years of public service with 15 years as a building inspector for other local municipalities.
